"The Dragon Gladiator is an anointed warrior, a member of the Order of the Sacred Scale. The Order is dedicated to guard the dragons, who they deem to be divine descendants of gods. The Empress issued a decree that required subjugation of every dragon in the empire.
Order proclaimed that decree a heresy and sent one of the knights to deal with this problem.
